Production program creation unavailable in AEM as a Cloud Service due to missing entitlements

Organizations may see only the option to create sandbox environments in Cloud Manager, and not production programs. This typically happens when the required AEM Sites or AEM Assets entitlements are missing. Without these entitlements, Cloud Manager restricts program creation to sandbox environments, which can impact development and deployment activities.
Resolution resolution
Follow these steps to resolve the issue:
- Log in to the Adobe Admin Console or Cloud Manager and review your organization’s current entitlements.
- Confirm whether your organization has AEM Sites, AEM Assets, or both (full AEM as a Cloud Service) entitlements.
- If these entitlements are missing, contact Adobe Support or your authorized Adobe reseller to request a review of your organization’s licensing and entitlements.
- Request the addition of the required AEM Sites or AEM Assets entitlements if they are not present.
- After Adobe updates your entitlements and completes any necessary provisioning, log in to Cloud Manager again.
- Verify that the option to create a production program is now available.
