This task filter returns incomplete cross-project predecessors.

Filter cross-project predecessors
To apply this filter:

Go to a list of tasks or a task report.

From the Filter drop-down menu, select New filter.

(Conditional) Click Text mode if you accessed the filter from a list or Switch to Text Mode, if you accessed the filter from a report.

In the new area, paste the following code:
predecessorsMM:projectID=FIELD:projectID predecessorsMM:projectID_Mod=ne percentComplete=100 percentComplete_Mod=ne -
(Conditional) Click Save Filter if you accessed the filter from a report, or Apply, then Save as new if you accessed the filter from a task list.
