AEM solution for Cloud Manager environment creation failures
If environment creation in Cloud Manager fails or remains in the creating state, the cause is often missing permissions, a missing required product profile, invalid configuration choices, or another provisioning job already in progress. Confirm the required access and prerequisites, check for conflicting activity, and retry the environment creation after you correct the blocking condition.

Adobe Experience Manager as a Cloud Service in Cloud Manager, including AEM Forms environments that depend on Adobe Admin Console product profiles.
Issue/Symptoms
This issue can appear in one or more of the following ways:
- Environment creation in Cloud Manager runs for some time and then ends in a failed state.
- The environment remains in the creating state for longer than expected and does not become ready.
- No usable AEM environment is provisioned after the request finishes.
- The create environment option is unavailable because the required access or prerequisites are not in place.
You can confirm the issue safely with these checks:
- Open the target program in Cloud Manager and confirm whether you can access the environments area and start environment creation.
- Check whether another environment creation or related provisioning activity is already running.
- If the environment includes AEM Forms, confirm in Adobe Admin Console that the required Automated Forms Conversion Service product profile exists.
- Review visible Cloud Manager activity or pipeline details for permission, configuration, timeout, or provisioning messages.
Resolution resolution
Try the following steps to solve the issue:
- Open the correct program in Cloud Manager and make sure you can access the Environments area and start the environment creation workflow. If the create environment option is unavailable, ask your organization administrator to update your Cloud Manager access and then try again.
- If you are creating an AEM Forms environment, sign in to Adobe Admin Console and confirm that Automated Forms Conversion Service includes at least one product profile. If no profile exists, create one and then retry the environment creation.
- Review the program settings in Cloud Manager and confirm that the selected environment type, region, and available options are valid for the program. Correct any invalid or unavailable selections before continuing.
- Check the Environments and Activity views in Cloud Manager to make sure another environment creation or related provisioning task is not already running. If another task is in progress, wait for it to finish before starting a new request.
- Start the environment creation again in Cloud Manager and monitor the status until it moves from creating to ready. When the process completes successfully, the environment appears in Cloud Manager as available for use.
- If the environment still fails to provision, review the related Cloud Manager activity or pipeline details for permission, configuration, timeout, or provisioning messages. Use those details to correct the blocking condition, then retry the request.
If the following symptoms occur and the troubleshooting steps produce the following results, submit a ticket to Adobe Support: the environment still fails after you confirm access, required profiles, valid settings, and no concurrent provisioning activity; the environment remains in the creating state for an extended period; or Cloud Manager continues to show provisioning or timeout failures. Include screenshots, timestamps, and any visible Cloud Manager activity or log details when you contact Adobe Support.
