You can add groups and users to Apache Sling Web Console Security Provider to provide permission. Using a group including the users you want to provide access to Web Console is recommended.

Adobe Experience Manager 6.5 (AEM 6.5)
Issue
This article explains how to allow non-admin users to access Web Console (OSGi (Open Service Gateway Initiative) Console).
Resolution
You can add groups and users to Apache Sling Web Console Security Provider to provide permission.
Using a group including the users you want to provide access to Web Console is recommended.
Follow below steps:
- Create a group and add users to it.
- Open Web Console

OSGi>
Configuration (http://localhost:4502/system/console/configMgr). - Go to Apache Sling Web Console Security Provider.
- Add the group to Group Names in the configuration.
- Save the configuration.
