ACP2E-4870: Product alert emails ignore store view email settings

The ACP2E-4870 patch fixes the issue where product alert email notifications ignore store view email settings. This patch is available when the Quality Patches Tool (QPT) 1.1.82 is installed. The patch ID is ACP2E-4870. Please note that this issue is scheduled to be fixed in Adobe Commerce 2.4.10.

NOTE
The patch might become applicable to other versions with new Quality Patches Tool releases. To check if the patch is compatible with your Adobe Commerce version, update the magento/quality-patches package to the latest version and check the compatibility on the Quality Patches Tool: Search for patches page. Use the patch ID as a search keyword to locate the patch.

Issue

Product alert email notifications ignore store view email settings.

Steps to reproduce:

  1. Use a website with at least two store views.
  2. On the Admin sidebar, go to Stores > Settings > Configuration > Catalog > Catalog. In Product Alerts, set Allow Alert When Product Comes Back in Stock to Yes for the website scope.
  3. On the Admin sidebar, go to Stores > Settings > Configuration > Catalog > Inventory. In Stock Options, set Display Out of Stock Products to Yes so that the out-of-stock product can be opened on the storefront.
  4. On the Admin sidebar, go to Stores > Settings > Configuration > Advanced > System. In Mail Sending Settings, leave Disable Email Communications set to No in the Default Config scope.
  5. Change the configuration scope to the non-default store view and set Disable Email Communications to Yes.
  6. Create a customer account on the non-default storefront.
  7. Go to Catalog > Products.
  8. Create a simple product assigned to the website.
  9. Set the product to Out of Stock.
  10. Ensure that it is visible on the non-default storefront.
  11. On the non-default storefront, open the out-of-stock product.
  12. Select Notify me when this product is in stock.
  13. Go to Catalog > Products and set the simple product to In Stock.
  14. Wait for the catalog_product_alert cron job and the related consumer to process the alert.
  15. Check the customer inbox.

Expected results:

The customer on the non-default store view does not receive a product alert email.

Actual results:

A product alert email is sent to the customer from the non-default store view even though Disable Email Communications is set to Yes for that store view.
