ACSD-68537: Checkout performance degrades with many customer segments
The ACSD-68537 patch fixes the issue where checkout performance degraded as the number of customer segments increased. This patch is available when the Quality Patches Tool (QPT) 1.1.77 is installed. The patch ID is ACSD-68537. Please note that this issue is scheduled to be fixed in Adobe Commerce 2.4.9.

Checkout performance degraded when a large number of customer segments were configured.
Steps to reproduce:

Create multiple customer segments with several conditions and configure them to match ANY condition.

Create a cart price rule with a coupon that matches the previously created customer segments and applies a 20% discount.

Add a product to the cart on the Storefront.

Go to checkout.

Perform actions that trigger customer segment evaluation:
- Register as a customer
- Enter an address.
- Update an address.
- Enter a coupon code.
Expected results:
Checkout performance remains acceptable, even with a large number of customer segments and conditions.
Actual results:
Checkout performance is slow.
