ACSD-67187: Admin users restricted to non-default websites get Please create at least a public shared catalog to proceed error
The ACSD-67187 patch fixes the issue where admin users restricted to non-default websites see the error Please create at least a public shared catalog to proceed and can’t access the Add New Company button on the Company grid. This patch is available when the Quality Patches Tool (QPT) 1.1.72 is installed. The patch ID is ACSD-67187. Please note that this issue is scheduled to be fixed in Adobe Commerce B2B 1.5.3.

Steps to reproduce:
- Install B2B.
- Enable Company and Shared Catalog features.
- Create a second website/store/storeview.
- Create a custom user role with all permissions, but with access to new website only.
- Create a new user and assign it to new user role created before.
- Log in as a new user and go to Customers > Company.
Expected results:
The Companies grid appears and functions normally.
Actual results:
The error Please create at least a public shared catalog to proceed. appears on the Companies grid.
