You can find the Portfolio Optimizer when you access a portfolio.
You must have the following access to perform the steps in this article:

Access level configurations* | Edit access to Portfolios and Projects NOTE If you still don’t have access, ask your Workfront administrator if they set additional restrictions in your access level. *To find out what plan, license type, or access you have, contact your Workfront administrator.
From the Main Menu, click Portfolios.
The portfolios you own display by default.
(Optional) From the Filter drop-down menu, select to view a different set of portfolios.
Click the name of a portfolio to access it.
Click Portfolio Optimization in the left panel.
The Portfolio Optimizer displays.
