You can activate paused alert templates.
In the main menu, click Search > Insights & Reports > Custom Alerts, which opens to the Alert Templates view.
Do either of the following:
(To activate a single template) In the template row, click inside the Status column and select Active.
(To activate one or more templates) Select the check box next to each alert template that you want to activate. In the toolbar, click . In the dialog box, click Activate.
