ACSD-53628: CSV sales order report shows incorrect special characters
The ACSD-53628 patch fixes the issue where the CSV sales order report shows incorrect special characters. This patch is available when the Quality Patches Tool (QPT) 1.1.37 is installed. The patch ID is ACSD-53628. Please note that the issue was fixed in Adobe Commerce 2.4.7.

The CSV sales order report shows incorrect special characters.
Steps to reproduce:
- Change Base Currency and Default Display Currency to Euro in the currency setup.
- Place an order.
- On the Admin sidebar, go to Reports > Sales > Orders.
- Select dates. Click Show Report. Click Export to export the CSV.
Expected results:
Special characters in an exported CSV file are shown correctly in Excel.
Actual results:
CSV sales order report shows special characters incorrectly.
