ACSD-51645: Saving a new Cart Price Rule if the extension Magento_OfflineShipping is disabled

The ACSD-51645 patch fixes the issue where an error occurs when saving a new Cart Price Rule if the extension Magento_OfflineShipping is disabled. This patch is available when the Quality Patches Tool (QPT) 1.1.33 is installed. The patch ID is ACSD-51645. Please note that the issue is scheduled to be fixed in Adobe Commerce 2.4.7.

Issue

Getting an error when saving a new Cart Price Rule if the extension Magento_OfflineShipping is disabled.

Steps to reproduce:

  1. Disable the Magento_OfflineShipping module.
  2. Log in to Admin.
  3. Go to Marketing > Cart Price Rules.
  4. Create a new Cart Price Rule.
  5. Fill the required fields.
  6. Save the Cart Price Rule.

Expected results:

The Cart Price Rule is saved successfully.

Actual results:

The following error occurs:
