ACSD-57315: New transaction is created in PayPal Payflow Pro each time the fetch button is clicked
The ACSD-57315 patch fixes the issue where a new transaction is created in PayPal Payflow Pro each time the fetch button is clicked on the view transaction screen in the Admin. This patch is available when the Quality Patches Tool (QPT) 1.1.48 is installed. The patch ID is ACSD-57315. Please note that the issue is scheduled to be fixed in Adobe Commerce 2.5.0.

A new transaction is created in PayPal Payflow Pro each time the fetch button is clicked on the view transaction screen in the Admin.
Steps to reproduce:
- Configure PayPal Payflow Pro.
- Set the transaction method to Sale.
- Place an order using Credit Card.
- Open the transaction from Admin.
- Click on the Fetch button.
- Check PayPal account for transactions related to the placed order.
Expected results:
A new payment transaction is not created.
Actual results:
A new payment transaction is created for an order that has already been paid.
