Home: Approval delegation dates changing after the refresh and sending out 2 emails

When a user delegates approvals to a user in a different timezone, the delegation appears to save successfully and the delegated user receives an email notification with the correct dates. However, if they refresh the page, they see that the Start Date has shifted back 1 day and the End Date has shifted forward 1 day, and the user also receives another email notification with the shifted dates.
