Description description
When attempting to provision a new QA environment in Adobe Experience Manager as a Cloud Service, the Add Environment option in Cloud Manager is disabled even when you have administrative roles. This typically happens when all environment entitlements under your current licensing agreement have been used.

Symptoms
- The Add Environment option in Cloud Manager is disabled.
- A user has System Administrator and Product Administrator roles, but can’t add a new environment.
- License Details in Cloud Manager show that all environment entitlements are consumed (For example: 0/1 environments available).
Cause
All available environment entitlements have been used under the current licensing agreement. Additional environments require separate entitlements.
Resolution resolution
Follow the steps below to resolve the issue:

Review your current environment entitlements in Cloud Manager:

Log in to Cloud Manager.

Navigate to the License Details page for your program.

Check the number of environments available versus provisioned (For example: 0/1 indicates all entitlements are consumed).

Verify your user permissions:

Ensure you have the required roles (such as Program Manager, Developer, or Business Owner) assigned in the Admin Console.

If you don’t have these roles, coordinate with your administrator to request the necessary access.
