, which enables the impressionId to be sent with Target requests.

Visitor ID Service: The visitorAppendToURL
and visitorGetUrlVariablesAsync
APIs no longer double-encode their return values.
The double-encoding was causing the return values from those APIs to be flagged by certain security reviews.
