You should first reach out to your Adobe Managed Services Customer Success Engineer (CSE) for support related to Cloud Manager. Your CSE will advise you whether they can help you with your issue, or whether you would need to create a Support ticket using Customer Care.

You can access Enterprise Support to create Support tickets. See Accessing the AEM Support Portal for more information on creating Support tickets in Customer Care.
