MDVA-42507: Full-page cache is cleaned after applying staging update for cart rule
The MDVA-42507 patch solves the issue where the full-page cache is cleaned after applying staging update for cart rule. This patch is available when the Quality Patches Tool (QPT) 1.1.9 is installed. The patch ID is MDVA-42507. Please note that the issue is scheduled to be fixed in Adobe Commerce 2.4.5.

Steps to reproduce:
- Enable developer mode.
- Open several products and category pages and check (via headers) that they are loaded from cache.
- Apply any staging update for the cart rule.
- Check if the category and product pages are still loaded from the cache.
Expected results:
Full-page cache is NOT cleaned after applying staging update for the cart rule.
Actual results:
Full-page cache is cleaned after applying staging update for the cart rule.
